Europe felt a moment of respite on Monday, as the crisis caused by the presentation of a new comprehensive peace framework for achieving ceasefire appeared – temporarily – to have been defused. A American diplomat spoke of "significant advancement" after diplomatic discussions in Geneva. On Monday night, Moscow made its retaliation: another massive barrage of missile and drone strikes on Kyiv.
The Pattern of Peace Talks and Military Action
The sequence of contrasting events captured the grim essence of the outgoing year. By day, political struggles are conducted: positive announcements are released from various governments. Significant resources is expended on managing certain initiatives. By night, Moscow brutally reminds the world that, for them, military action persists as the key method for achieving "peace".
After-Dark Attacks
As the offensive unfolded into the early hours of Tuesday, the immediate reality of Ukraine's exposure was laid bare. Ukraine is equipped to monitor missile launches from enemy soil, a capability afforded by up-to-date information. From witness perspectives, military aircraft that had been scrambled to engage hostile aerial threats streaked across the sky – modern combat jets supplied to Ukraine by NATO members.
Shortly after, Kyiv's air-defence systems activated: defensive missiles deployed against a incoming threat. This was a sophisticated defense system at work, presumably provided by allied countries. Every firing shakes the surroundings, shaking the windows. The brief panic quickly becomes sober acceptance: maybe the incoming missile won't strike its target this time, protecting urban areas from devastation and another blackout.
Ongoing Risks
Following this, a heavy machine gun fired at a aerial vehicle somewhere nearby, part of a rapid response unit – probably imported technology. Sadly, the projectiles didn't strike the hostile drone – it maintained course toward its target.
Periodically, this carried on until dawn. Kyiv greeted the early updates: seven people killed, devastation and infrastructure problems in many homes as a result of the nocturnal offensive. As customarily, everyone still continued their routines – living the war. But those full day demonstrated Ukraine's critical military reliance on external assistance – a need that European nations are clearly incapable to substitute in the short term.
Failed Diplomacy
The comprehensive proposal from American leadership provoked deep reactions, debate and profound anxiety – and momentarily shifted focus from Ukraine's major integrity crisis in years. Yet, we have witnessed similar scenarios, after previous diplomatic encounters and international summits.
Every new initiative from US leadership adheres to the consistent cycle: a negotiation push against Ukraine, which Kyiv, with partner nations, effectively counters. They stabilise the situation but never actually secure success. This cycle will, certainly, continue.
Tactical Assessments
It is convenient to criticize certain parties of consistently pushing Kremlin's demands. But that does not seem to be the whole story. American leadership works based on a principle understood by international relations experts: you cannot achieve through diplomacy what you have been unable to protect through force. The White House assumes that it is unfeasible to compel Moscow to surrender the areas that it already controls in Ukraine's south or east.
The challenge is that while acknowledging this situation, US leadership does nothing to deter Moscow, through diplomacy or military means, from thinking that the current condition will not evolve additionally in its benefit in the coming year.
Divergent Views
Therefore, Moscow is convinced that the clock favors them – that Ukraine and its allies are approaching exhaustion. Their motivation to accept conditions that does not give them the largest achievable advantage is almost completely absent. There may be many attempts to stop fighting, but they will persist as long as Russia's leadership remains highly assured in the conclusion.
On the contrary, Ukrainian leadership believes that Ukraine can still hold out, gradually sacrificing lives and land but avoiding a total frontline collapse until conditions improve in its favour.
Present Conditions
Realistically, there are no actual prerequisites for a truce. Now, personal considerations are entering the equation: personal goals to broker a ceasefire and achieve global acclaim, and Ukrainian leadership's twin challenges – on one hand, not to distance important partners, and on the other, to unite the population around the national cause against any initiative Kyiv finds unsuitable, so that their attention does not shift toward domestic problems. And although their task will now be much harder after latest incidents, it remains very improbable that this will modify their basic position.
These opposing factors are guiding negotiations.
Assessment and Future
It took a only one week to terminate the 28 points of the most recent proposal. Assertive and inconsistent approach of the matter by American leadership, resistance by Ukraine and the other European countries, along with calming attempts of negotiators, and finally, recent disclosures, all achieved their purpose.
While new initiatives based on established approaches are forthcoming, Kyiv, London and other allied nations should draw one fundamental conclusion: Ukraine and Europe will only be able to fend off political attacks from Washington that are rooted in Kremlin requirements and show certain reluctance to change the course of events, if they stand together and improve their protective measures at a significantly accelerated rate. If they do, neither political nor armed coercion will be able to defeat them. In the meantime, Ukraine's capability to defend against evening bombardments will, for the predictable period, primarily depend on ongoing international assistance.
